345. Sarkaari Zabaan ya kisi Riyaasat ki zabaane.—
Official language or languages of a State.—

Mazaameen 346 aur 347 ke mutaabiq, kisi Riyaasat ki Majlis kisi ek ya zyaada zabaane jo oos Riyaasat me ist’emaal hoti hae ya Hindi ko Riyaasat ke tamaam ya kisi bhi sarkaari maqaasid ke liye oos zaaban ya oon zabaanou ke ist’emaal ko qaanoon ke zariye laagu kar sakti hae:
Subject to the provisions of articles 346 and 347, the Legislature of a State may by law adopt any one or more of the languages in use in the State or Hindi as the language or languages to be used for all or any of the official purposes of that State:

Shart ye hae ke, jab tak kisi Riyaasat ki Majlis iske bar aks qaanoon ke zariye ehtemaam nahi karti, tab tak Angrezi zabaan oos Riyaasat ke oon sarkaari maqaasid me ist’emaal hoti rahegi, jin me is Aain ki nafaazat ke fauran pehle tak ist’emaal ki jaati rahi thi.
Provided that, until the Legislature of the State otherwise provides by law, the English language shall continue to be used for those official purposes within the State for which it was being used immediately before the commencement of this Constitution.

346. Ek aur dusri Riyaasat ke bich ya ek Riyaasat aur Markaz ke bich mawaaselaat ki sarkaari zabaan.—
Official language for communication between one State and another or between a State and the Union.—

Is waqt jo zabaan Markaz ke sarkaari maqaasiid me ist’emaal ke liye baa-hukm laagu hae wohi ek aur dusri Riyaasat ke bich ya ek Riyaasat aur Markaz ke bich mawaaselaat ki sarkaari zabaan laagu rahegi:
The language for the time being authorised for use in the Union for official purposes shall be the official language for communication between one State and another State and between a State and the Union:

Shart ye hae ke agar do ya zyaada Riyaasaat is par razaa-mand hoti hae ke wo apne darmeyaan mawaaselaat ke liye Hindi zabaan ko sarkaari zabaan ke taur par laagu kare, to oos zabaan ko aese mawaaselaat ke liye ist’emaal kar saki hae.
Provided that if two or more States agree that the Hindi language should be the official language for communication between such States, that language may be used for such communication.

347. Kisi Riyaasat ki awaam ke ek tabqe ke zariye boli jaane waali zabaan ke mut’alliq makhsus usul. —
Special provision relating to language spoken by a section of the population of a State.—

Is mut’alliq mutaalba kiya jaane par Sadar e Jamhuriya chaahe tou, agar wo is par mutmayiin hae ke kisi Riyaasat ki awaam ka ek bada tabqa ye chaahta hae ke unke zariye boli jaane waali kisi zabaan ko oos Riyaasat me haesiyat mile, tou wo ye hidaayat de sakte hae ke oos zabaan ko bhi mukammal Riyaasat me ya uske kisi hisse me sarkaari haesiyat mile, oon maqsad ke mut’alliq jinhe wo waazae kare.
On a demand being made in that behalf the President may, if he is satisfied that a substantial proportion of the population of a State desire the use of any language spoken by them to be recognised by that State, direct that such language shall also be officially recognised throughout that State or any part thereof for such purpose as he may specify.
