348. Adaalat e Uzma aur Adaalaat e Aalia aur Qawaaid, Tajwizaat, Waghaera me ist’emaal hone waali Zabaan.—
Language to be used in the Supreme Court and in the High Courts and for Acts, Bills, etc.—

348(1). Is Hisse ke kisi bhi maujudaah pehlu ke baawajood, jab tak Qaumi Majlis qaanun ke zariye iske bar aks intezaam nahi karti—
Notwithstanding anything in the foregoing provisions of this Part, until Parliament by law otherwise provides—

348(1a). Adaalat e Uzma aur har ek Adaalat e Aalia ki tamaam karwaai,
all proceedings in the Supreme Court and in every High Court,

348(1b). inki tamaam mustanad tehriraat—

348(1b-i). Qaumi Majlis ke kisi bhi Aewaan ya kisi Riyaasat ke kisi bhi Aewaan me pesh-kardaah tamaam tajwizaat ya unki taraf ruju-kardaah taraamiim,
of all Bills to be introduced or amendments thereto to be moved in either House of Parliament or in the House or either House of the Legislature of a State,

348(1b-ii). Qaumi Majlis ya kisi Riyaasat ki Majlis ke zariye manzuur shuda tamaam Qawaaid aur Sadar e Jamhuriya ya kisi Riyaasat ke Naazim e Riyaasat ke aelaan karda tamaam ahkaamaat, aur
of all Acts passed by Parliament or the Legislature of a State and of all Ordinances promulgated by the President or the Governor of a State, and

348(1b-iii). Is Aain ke tehat ya, Qaumi Majlis ya kisi Riyaasat ki Majlis ke zariye banaaye gaye kisi bhi qaanuun ke tehat, tamaam ahkaamaat, nizaamaat, dasturaat ya zaaid-qawaaniin,
of all orders, rules, regulations and bye-laws issued under this Constitution or under any law made by Parliament or the Legislature of a State,

Angrezi zabaan me hongi.
shall be in the English language.

348(2). Nukut (1) ke zere-nukut (a) ke kisi bhi pehlu ke baawajood, kisi Riyaasat ke Naazim e Riyaasat chaahe tou, Sadar e Jamhuriya ki pehle se li gayi raza ke saath, oos Adaalat e Aaliya jiska usuli markaz oos Riyaasat me ho, to ooski kaarwaai me, Hindi zabaan, ya koi digar zabaan jo oos Riyaasat me kisi bhi sarkaari maqaasiid me ist’emaal hoti hae, tou oske ist’emaal ko laagu kara sakte hae:
Notwithstanding anything in sub-clause (a) of clause (1), the Governor of a State may, with the previous consent of the President, authorise the use of the Hindi language, or any other language used for any official purposes of the State, in proceedings in the High Court having its principal seat in that State:

Shart ye hae ke is nukut ka koi bhi pehlu aesi Adaalat e Aalia ke kisi bhi mukammal faesle par, aarzi faesle par ya kisi jaari karda hukm par laagu nahi hoga.
Provided that nothing in this clause shall apply to any judgment, decree or order passed or made by such High Court.

348(3). Nukut (1) ke zere-Nukut (b) ke kisi bhi pehlu ke baawajood, jis Riyaasat ki Majlis ne Angrezi zabaan ke bajaaye kisi digar zabaan ka ta’ayyun kar liya ho, Riyaasat ki Majlis me tamaam pesh-kardaah tajwizaat , ya manzur shuda qawaaid ya Naazim e Riyaasat ke aelaan kardaah ahkaamaat ya koi bhi hukm, nizaam, dastur ya zaaid-qaanuun jiska zikr zere-nukut ke zere-mauzu (iii), in tamaam ke liye, tou unhi ka Angrezi zabaan me ek tarjuma jise Naazim e Riyaasat ke ikhteyaar ke tehat Riyaasat ke Sarkaari Jaride me shaa’e kiya gaya ho, tou is mazmoon ke tehat oos tarjume ko is hawaale se Angrezi zabaan ki mustanad tehriir maana jaayega.
Notwithstanding anything in sub-clause (b) of clause (1), where the Legislature of a State has prescribed any language other than the English language for use in Bills introduced in, or Acts passed by, the Legislature of the State or in Ordinances promulgated by the Governor of the State or in any order, rule, regulation or bye-law referred to in paragraph (iii) of that sub-clause, a translation of the same in the English language published under the authority of the Governor of the State in the Official Gazette of that State shall be deemed to be the authoritative text thereof in the English language under this article.

349. Zabaan ke mutalliq ba’az qawaaniin ke nafaazat ke liye makhsus tariqa.—
Special procedure for enactment of certain laws relating to language.—

Is Aain ki nafaazat se pandhra saal ki muddat ke dauraan mazmoon 348 ke nukut (1) me waazae kiye gaye kisi bhi maqaasid me kisi zabaan ke ist’emaal ke mutalliq usul tayaar karda koi bhi Tajwiiz ya tarmiim Sadar e Jamhuriya ki pehle se li gayi ijaazat ke baghaer Qaumi Majlis ke kisi bhi Aewaan me pesh nahi ki jaa sakti, aur Sadar e Jamhuriya, Ikhteyaari-Wafaz jise mazmoon 344 ke nukut (1) ke tehat qaayam kiya gaya ho uski tajwizaat aur Mashwaraati-Wafaz jise oosi mazmoon ke nukut (4) ke tehat qaayam kiya gaya ho uske nazariyaat, inko madde nazar rakhe baghaer aesi kisi bhi tajwizaat ya aesi koi bhi tarmiim ko pesh karne ki ijaazat nahi denge.
During the period of fifteen years from the commencement of this Constitution, no Bill or amendment making provision for the language to be used for any of the purposes mentioned in clause (1) of article 348 shall be introduced or moved in either House of Parliament without the previous sanction of the President, and the President shall not give his sanction to the introduction of any such Bill or the moving of any such amendment except after he has taken into consideration the recommendations of the Commission constituted under clause (1) of article 344 and the report of the Committee constituted under clause (4) of that article.
