343. Markaz ki Sarkaari Zabaan. –
Official language of the Union.—
343(1). Markaz ki sarkari zabaan Devanagri huruf me Hindi hogi.
The official language of the Union
shall be Hindi in Devanagari script.
Markaz ke sarkaari maqaasid ke liye a’adaad ki jo shakl ist’emaal hongi wo Hindi a’adaad ki bainul-aqwaami shakl hongi.
The form of numerals to be used for the official purposes of the Union shall be the international form of Indian numerals.
343(2). Nukut (1) ke kisi bhi pehlu ke baawajood, is Aain ki nafaazat se lekar pandhra saal ki muddat tak, Angrezi zabaan Markaz ke tamaam sarkaari maqaasid ke liye ist’emaal hoti rahegi, jaese ke oose is nafaazat se qabl ist’emaal kiya jaata raha tha:
Notwithstanding anything in clause (1), for a period of fifteen years from the commencement of this Constitution, the English language shall continue to be used for all the official purposes of the Union for which it was being used immediately before such commencement:
Shart ye hae ke Sadar e Jamhuriya chaahe to, bataai gayi muddat ke dauran, hukm ke zariye, Angrezi zabaan ke saath Hindi zabaan ke istemaal ko aur Hindi a’adaad ki bainul-aqwaami shakl ke saath Devanagri shakl ke a’adaad ke ist’emaal ko Markaz ke kisi bhi sarkaari maqaasid ke liye, laazim karde.
Provided that the President may, during the said period, by order authorise the use of the Hindi language in addition to the English language and of the Devanagari form of numerals in addition to the international form of Indian numerals for any of the official purposes of the Union.
343(3). Is mazmoon ke kisi bhi pehlu ke baawajood, bataai gayi pandhra saal ki muddat ke baad, Qaumi Majlis qaanuun ke zariye inke ist’emaal ke liye usul tay kar sakti hae-
Notwithstanding anything in this article, Parliament may by law provide for the use, after the said period of fifteen years, of—
343(3a). Angrezi zabaan, ya
the English language, or
343(3b). a’adaad ki Devanagri shakl,
the Devanagari form of numerals,
oon maqaasid ke liye jo qaanuun me waazae kiye jaayenge.
for such purposes as may be specified in the law.
344. Sarkaari zabaan ke liye Qaumi Majlis ke Ikhteyaari-Wafaz aur Mashwaraati-Wafaz.-
Commission and Committee of Parliament on official language.—
344(1). Is Aain ki nafaazat ke paanch saal baad aur uske baad fir aesi nafaazat ke das saal baad, Sadar e Jamhuriya apne hukm ke zariye ek Ikhteyaari-Wafaz ka qayaam karenge, jisme ek sadar aur aese digar araakeen shaamil honge jo Aanthwi Fehrist me darj mukhtalif zabaanou ki numaaindagi karenge, Sadar e Jamhuriya ne jaesa bhi inka ta-ayyun kiya hoga, aur unka hukm us tarike-kaar ki wazaahat bhi karega jiske mutaabiq Ikhteyaari-Wafaz ko amal karna hoga.
The President shall, at the expiration of five years from the commencement of this Constitution and thereafter at the expiration of ten years from such commencement, by order constitute a Commission which shall consist of a Chairman and such other members representing the different languages specified in the Eighth Schedule as the President may appoint, and the order shall define the procedure to be followed by the Commission.
344(2). Ikhteyaari-Wafaz par ye farz hoga ke wo Sadar e Jamhuriya ko in mutalliq apni tajwizaat de-
It shall be the duty of the Commission to make recommendations to the President as to—
344(2a). Markaz ke sarkaari maqaasid ke liye Hindi zabaan ke taraqqi-kun ist’emaal ke mutalliq;
the progressive use of the Hindi language for the official purposes of the Union;
Markaz ke sarkaari maqaasid ke liye a’adaad ki jo shakl ist’emaal hongi wo Hindi a’adaad ki bainul-aqwaami shakl hongi.
The form of numerals to be used for the official purposes of the Union shall be the international form of Indian numerals.

344(2c). mazmoon 348 me jis zabaan ka zikr kiya gaya hae uske ba’az ya tamaam maqaasid me ist’emaal ke mutalliq;
the language to be used for all or any of the purposes mentioned in article 348;
344(2d). Markaz ke ek ya zaaid makhsus maqaasid me ist’emaal ke liye a'adaad ki shakl ke mutalliq;
the form of numerals to be used for any one or more specified purposes of the Union;
344(2e). Markaz ki sarkaari zabaan, aur Markaz aur kisi Riyaasat ke bich ya ek dusri Riyaasat ke bich mawaaselaat ki zabaan, aur inke ist’emaal, inke kisi digar mas’ale jise Sadar e Jamhuriya ne Ikhteyaari-Wafaz ki madde nazar kiya ho inke mutalliq.
any other matter referred to the Commission by the President as regards the official language of the Union and the language for communication between the Union and a State or between one State and another and their use.
344(3). Nukut (2) ke tehat apni tajwizaat tayyaar karne me, Ikhteyaari-Wafaz ko in mauzuhaat ka khayaal rakhna hoga: Hind ki san’ati, saqaafati aur scienci taraqqi, aur awaami khidmaat ke mutalliq un logou ke munaasib da’awou aur unke mafaazaat ka jo un ilaaqou se ta’alluq rakhte hae jaha Hindi nahi boli jaati.
In making their recommendations under clause (2), the Commission shall have due regard to the industrial, cultural and scientific advancement of India, and the just claims and the interests of persons belonging to the non-Hindi speaking areas in regard to the public services.
344(4). Ek Mashwaraati-Wafaz ka qayaam kiya jaaye ga, jis ke tiis araakeen honge, jis me se biis araakeen Aewaan e Awaam ke araakeen me se aur das araakeen Shura e Riyaasaat ke araakeen me se muntakhib kiye jaayenge, jin ka intekhab araakeen ke mutaabiq Aewaan e Awaam aur Shura e Riyaasaat ke araakeen nizaam e tanaasub ke mutaabiq furaaza muntaqili raaye ke zariye karenge.
There shall be constituted a Committee consisting of thirty members, of whom twenty shall be members of the House of the People and ten shall be members of the Council of States to be elected respectively by the members of the House of the People and the members of the Council of States in accordance with the system of proportional representation by means of the single transferable vote.
344(5). Ye Mashwaraati-Wafaz par farz hoga ke wo nukut (1) ke tehat qaayam kiye gaye Ikhteyaari-Wafaz ki tajwizaat ka jaaeza le, aur apne is mutalliq nazariye ki Sadar e Jamhuriya ko ittela de.
It shall be the duty of the Committee to examine the recommendations of the Commission constituted under clause (1) and to report to the President their opinion thereon.
344(6). Mazmoon 343 ke kisi bhi pehlu ke baawajood, Sadar e Jamhuriya, nukut (5) me zikr ki gayi ittela par gaurou-fikr ke baad, us ittela ke tamaam ya kuch hisse ke mutaabiq hidaayaat jaari kar sakte hae.
Notwithstanding anything in article 343, the President may, after consideration of the report referred to in clause (5), issue directions in accordance with the whole or any part of that report.
