12. Khulaasa. – 
12. Definition.—

Is hisse me, jab tak ke mouzu se hat kar koi aur muraad na ho, “Sarkaar” se ye muraad hae: Hukumat e Hind aur Hind ki Qaumi Majlis aur har ek Riyaasat ki Hukumat aur oon Riyaasaat ki Qaanuun-saaz Majaalis aur tamaam ilaaqaai ya dighar Sarkaari Maraakez jo sarzamin e Hind ke maabaen ho ya Hukumat e Hind ke ikhteyaar me hou.
In this Part, unless the context otherwise requires, “the State” includes the Government and Parliament of India and the Government and the Legislature of each of the States and all local or other authorities within the territory of India or under the control of the Government of India.

13. Buniyaadi Haquq ke bar aks ya mukhaalif qawaaniin.- 
Laws inconsistent with or in derogation of the fundamental rights.—

13(1). Is Aain ke laagu hone ke fauran pehle tak jo tamaam qawaaniin sarzamin e Hind me raaij hou, wo jis had tak is Hisse ke usul ke bar aks hae, oos bar aks had tak, radd mane jaayenge.
All laws in force in the territory of India immediately before the commencement of this Constitution, in so far as they are inconsistent with the provisions of this Part, shall, to the extent of such inconsistency, be void.

13(2). Sarkaar aesa koi qaanun nahi bana sakti jo is Hisse ke zariye ataa kiye gaye haquq ko mansukh ya kasar kar sake, aur is nuqut ke mukhaalif banaaya gaya koi bhi qaanuun, ikhtelaaf ki had tak, radd maana jaayega.
The State shall not make any law which takes away or abridges the rights conferred by this Part and any law made in contravention of this clause shall, to the extent of the contravention, be void.

13(3). Is mazmoon me, jab tak ke mouzu se hat kar digar kisi muraad ki zarurat nahi hoti,-
In this article, unless the context otherwise requires,—

13(3a). “qaanun” se muraad hae koi bhi aarzi hukm, hukm, mukhtasar qaanun, qaanun, nizaam, ittela, dastur ya amal jo sarzamin e Hind me qaanunan naafez hae;
“law” includes any Ordinance, order, bye-law, rule, regulation, notification, custom or usage having in the territory of India the force of law;

13(3b). “Raaij Qawaanin” se muraad is Aain ke laagu hone se qabl sarzamin e Hind me kisi Qaanuun-saaz Majlis ya digar us laayak kisi markaz ke zariye manzoor shuda ya banaaye gaye qawaanin hae lekin jo pehle se hi mansukh hae wo muraad nahi hae, iske baawajud aesa koi mansukh shuda qaanun ya uska koi hissa jo mukammil taur par ya kuch makhsuus ilaaqou me laagu ho muraad hoga.
“laws in force” includes laws passed or made by a Legislature or other competent authority in the territory of India before the commencement of this Constitution and not previously repealed, notwithstanding that any such law or any part thereof may not be then in operation either at all or in particular areas.

13(4) Is Mazmoon ka koi bhi hissa is Aain me mazmoon 368 ke tehat ki gayi kisi bhi tabdili par laagu nahi hoga. 
Nothing in this article shall apply to any amendment of this Constitution made under article 368.
