Riyaasaat ki Qaanuun-saaz Majaalis aur inke Araakeen ke Ikhteyaaraat, Imtiyaazaat aur Istesnaat
Powers, Privileges and Immunities of State Legislatures and their Members


194. Qaanuun-saaz Majaalis ke Aewaan ke aur iske Araakeen ke aur iske Wafaazaat ke Ikteyaaraat, imtiyaazaat wagahera.—
Powers, privileges, etc., of the Houses of Legislatures and of the members and committees thereof.—

194(1). Is Aain ke usul aur Qaanuun-saaz Majlis ke tariqe ko munazzim karaate laagu ahkaam aur qawaaid ke tehat, har ek Riyaasaat ki Qaanuun-saaz Majlis me bolne ki aazaadi hogi.
Subject to the provisions of this Constitution and to the rules and standing orders regulating the procedure of the Legislature, there shall be freedom of speech in the Legislature of every State.

194(2). Kisi Riyaasat ki Qaanuun-saaz Majlis ke kisi bhi rukn ko Qaanuun-saaz Majlis me ya ooske kisi Wafaz me koi bhi baat bolne ya koi bhi raae dene ke mutalliq kisi bhi adaalat ki kisi bhi kaarwaahi me zimmedaar nahi banaaya jaa sakta, aur Qaanuun-saaz Majlis ke kisi Aewaan ya ooske tehat kisi mehkame ke shaae-karda kisi natije, dastaawez, raae ya kaarwaahi ke mutalliq kisi bhi shakhs ko zimmedaar nahi banaaya jaa sakta.
No member of the Legislature of a State shall be liable to any proceedings in any court in respect of anything said or any vote given by him in the Legislature or any committee thereof, and no person shall be so liable in respect of the publication by or under the authority of a House of such a Legislature of any report, paper, votes or proceedings.

194(3). Digar ma’amlaat me, kisi Riyaasat ki Qaanuun-saaz Majlis ke kisi Aewaan ke, aur ooske araakeen ke aur wafaazaat ke ikhteyaaraat, imtiyaazaat aur istesnaat aese honge jaese ke oonki waqt ba waqt Qaanuun-saaz Majlis qaanuun ke zariye wazaahat karegi, aur, jab tak aesi wazaahat nahi ki jaati, tab tak oos Aewaan ke aur ooske araakeen ke aur ooske wafaazaat ke ikhteyaaraat, imtiyaazaat aur istesnaat waesehi rahenge jaese ke 1978, Aaini Qaide (Chauwwaaliswi Tarmeem) ke juz 26 ke laagu hone se fauran qabl rahe the.
In other respects, the powers, privileges and immunities of a House of the Legislature of a State, and of the members and the committees of a House of such Legislature, shall be such as may from time to time be defined by the Legislature by law, and, until so defined, shall be those of that House and of its members and committees immediately before the coming into force of section 26 of the Constitution (Forty-fourth Amendment) Act, 1978.

194(4). Nukut (1), (2) aur (3) ke usul oos shakhs par, is Aain ki badaulat oos shakhs ko aata kiye gaye, kisi Riyaasat ki Qaanuun-saaz Majlis ke kisi Aewaan ya ooske kisi Wafaz me oos shakhs ke bolne ke haq ya iske alaawa oos shakhs ke kaarwaahi me hissa lene ke haq par, zikr kiye gaye usul aesehi laagu honge jaese Qaanuun-saaz Majlis ke araakeen par laagu hote hae.
The provisions of clauses (1), (2) and (3) shall apply in relation to persons who by virtue of this Constitution have the right to speak in, and otherwise to take part in the proceedings of, a House of the Legislature of a State or any committee thereof as they apply in relation to members of that Legislature.

195. Araakeen ki ujrat aur tankhwaah.—
Salaries and allowances of members.—

Kisi Riyaasat ki Riyaasati Majlis aur Riyaasati Shura ke araaken ka aesi ujrat aur tankhwaah haasil karne ka haq hoga jaesi ke oos Riyaasat ki Qaanuun-saaz Majlis qaanuun ke zariye waqt ba waqt mutayyin kare aur, jab tak is mutalliq koi usul nahi banaaya jaata, tab tak tankhwaah oos sharaah aur oon haalaat ke mutaabiq hogi jaesi ke is Aain ki nafaazat se fauran qabl mutalliq Suube ki Subaayi Majlis ke araakeen ke ma’amle me laagu hoti thi.
Members of the Legislative Assembly and the Legislative Council of a State shall be entitled to receive such salaries and allowances as may from time to time be determined, by the Legislature of the State by law and, until provision in that respect is so made, salaries and allowances at such rates and upon such conditions as were immediately before the commencement of this Constitution applicable in the case of members of the Legislative Assembly of the corresponding Province.
